Baltimore Hundred Tax Roll Sample 1809
Sample of microfilmed tax rolls of Baltimore Hundred 1809 taken at Delaware Archives in Dover. They tax all kinds of things plus there was a personal tax depending on age. Young men paid $200. Older men paid $134. I guess really old men paid nothing since Reuben is not taxed and he is about 47. The break between old and young must be in the 30-35 year range since Kendle is taxed as an older man and he would have been about 35 in 1809

By luck, it appears that the site of SANDY HILL(S) can be pinpointed fairly closely, or at least in its neighborhood. After a look at its specification and the general sense of other area surveys, I’d suggest that its first bounder was pretty near
38/31/09 N and 75/18/30W.
This is consistent, at least, with its definition below as "beginning ... by the Great Swamp side", and would be in an open space between several other surveys which it may or may not bound, but which certainly don’t give it much wiggle room, if this is the right spot. This is certainly the best among the imaginable sites, and I think you’ll find it’s the place you’re interested in.
Assuming BEAR DEN was the parent, as I’d imagine, of the CONCLUSION TO BEAR DEN you have, it would be a neighbor, of course, and was in Wingate hands by 1769.
Anyway, tract definitions and pre-Revolutionary title histories for these two follow.

145 ac: "on the borders" and "on N side of the Great Swamp and E of Long Savannah, beginning at a red oak by the Great Swamp side".

The term "on the borders" was code for "North of the [Transpeninsular] Line in what became Delaware; the "border warrant" (rights) granted below was a free inducement to Maryland settlers to take up land in the disputed area:

survey: 29 Nov 1741 for William Burton
patent: 07 Jul 1747 for William Burton
The survey was made as in Somerset County a year before this area became part of Worcester County on 10 Dec 1742.
NOTE: William Burton's death preceded patent date given, which is inconsistent with history and patent award exhibited here; Joshua Burton's acquisition per his father's LW&T is not cited among any certificate filings, but is confirmed by the citations below:

Thomas West's Lynch Connection
What is meant by this bottom paragraph regarding the disposition of Jon Lynch's estate?
Since monies were paid to Thomas West in right of his wife, who is one of the representatives of the said deceased, mean that Thomas West was married to a Lynch? If so, whom? Is Abigail Lynch wife of John or sister to Abraham and Alexander?

Reuben West's Second Wife
In her Ancestry.com analysis entitled "The Reubens West of Sussex Co, DE", Elizabeth Ann Guthrie correctly surmises that Reuben West has married for the second time. The proof of her assumptions is in this post which shows a family register of the Reuben West family indicating that Reuben West, junior was born to Reuben and Rebecca(not Nancy Cottingham). The Rebecca which married the senior Reuben is Rebecca Wharton, daughter of Hinman Wharton and sister to Hannah Wharton who married Kendle West, the half brother of Reuben. The proof of that relationship is in the will of Hinman Wharton which shows Rebecca and Hannah unmarried in 1800 and in the estate settlement which shows both Hannah and Rebecca have West surnames in 1807
